Added new config file parameter CHECKSPDSMBIOS to enable checking of SPD data consistency with SMBIOS data (eg. serial number).
If the data is inconsistent, an error message is displayed and the test is aborted. This may be useful for detecting bugs in the BIOS when populating SMBIOS memory device entries.

Updated the EFI binary compilation to satisfy the minimum memory page section alignment as specified in the Microsoft SecureBoot signing requirements

This should make MemTest86 compatible with RUST based versions of UEFI which more strictly enforce page alignment and permissions.
