Maintenance release; addressing program and database update issues
FIXED 'No update data available or invalid file' error occuring when set to automatically check for updates and apply database updates at program startup
Made some adjustments to how Program Updates are processed in anticipation for a v4.x release (in the distant future)

- Many changes (far too many to list here); adding over a couple hundred new entries since v3.1 (Build 449)
